the vessels are still effectively immobilised.

One of the vessels in question was

the S.S. Wingfook, and in his telegram at 1 on

7230/1/39 the Governor reported that this

vessel's wireless transmitting set was suspected

of being operated. The instructions sent to

the Governor in this matter are contained in our

telegram at 14 on that file, which is based on

the Admiralty letter at 8. Possibly now under the

Censorship Regulations the wireless transmitting

sets have been removed altogether: in any case

the Governor's reply seems substantially correct

since the sets in question are not capable of

use.

Send copies of 14 by secret

L.F. to Foreign Office reference 13 asking for

any observations they may wish to make, and

copies of 5 and 1 to Admiralty by secret L.F.

for information.
